Narrative:
Special departure for runway 36 at dca discussed and briefed prior to engine start. First officer very experienced (EFIS) -- also his leg. After takeoff we went IMC as we started our first left turn 400-500 ft. I then got busy with first flap retraction, climb power contacting departure. After contact, I then selected a higher altitude. Without looking at the DME, I selected 310 degree heading because I had flown this departure so many times and knowing about the restr area I knew it was time. At the same time departure gave us a left heading. At no time did departure seem upset nor was anything said to us. This departure needs to be simplified to simply a left turn to intercept the dca 328 degree, maybe with a 15 degree bank angle to intercept the 328 degree to stay over the river for the first part of the departure.

Title: FLC FLYING NOISE ABATEMENT PROC MAY HAVE NOT TURNED L SOON ENOUGH. THE TIMING OF THE TURN WAS BASED ON THE CAPT'S EXPERIENCE IN FLYING THIS PARTICULAR PROC MANY TIMES. APCH INTERVENED AND GAVE THEN ANOTHER L TURN.
