Narrative:
Upon landing dfw, did not feel like ground spoilers deployed. Spoiler handle moved aft and spoiler deployed light did come on. Normal reverse and braking were used. After passenger deplaned at gate, I operated spoilers manually and visually checked ground spoiler position. Spoiler handle was stiff and only outboard spoilers came up. Operated a couple of times with same results. First officer advised that on his walkaround, he observed some snow in both wheel well areas. Called our operations center and maintenance and advised of situation. Entered discrepancy in maintenance log. Mechanics deiced wheel well area and checked all flight controls normal. Aircraft released for service. It appeared the aircraft had sat at gate in xyz during a snow storm previous to our flight from xyz to dfw. The snow was dry and there was blowing snow. Maintenance was called in xyz prior to departure of flight from xyz-dfw to inspect and remove snow from wheel well area. A mechanic confirmed that snow was light and powdery and had been brushed out of wheel well area, ok to go. Deicers also confirmed aircraft deiced and inspected before departure xyz. Ground spoilers and flight controls checked normal prior to departure xyz and operated normal during flight. Did more snow blow into wheel wells after removal and during taxi and takeoff? Did the mechanic miss snow that got blown out of a hidden area during retraction? Did some snow get in wheel well from gear and wheels during retraction? It appears that any snow, even dry snow in wheel well area of the DC9 could be a problem with all the cables and mixer assembly in the wheel wells. Supplemental information from acn 424575: during my walkaround, I observed snow packed in left wheel well near cable bus area (top inboard aft corner). There was also same area in right well packed with snow. All flight controls checked normal after deice and aircraft was released for service. Same crew flew aircraft (DC9-32) from dfw-xyz without incident.

Narrative: UPON LNDG DFW, DID NOT FEEL LIKE GND SPOILERS DEPLOYED. SPOILER HANDLE MOVED AFT AND SPOILER DEPLOYED LIGHT DID COME ON. NORMAL REVERSE AND BRAKING WERE USED. DID THE MECH MISS SNOW THAT GOT BLOWN OUT OF A HIDDEN AREA DURING RETRACTION? DID SOME SNOW GET IN WHEEL WELL FROM GEAR AND WHEELS DURING RETRACTION? IT APPEARS THAT ANY SNOW, EVEN DRY SNOW IN WHEEL WELL AREA OF THE DC9 COULD BE A PROB WITH ALL THE CABLES AND MIXER ASSEMBLY IN THE WHEEL WELLS. SUPPLEMENTAL INFO FROM ACN 424575: DURING MY WALKAROUND, I OBSERVED SNOW PACKED IN L WHEEL WELL NEAR CABLE BUS AREA (TOP INBOARD AFT CORNER). THERE WAS ALSO SAME AREA IN R WELL PACKED WITH SNOW. ALL FLT CTLS CHKED NORMAL AFTER DEICE AND ACFT WAS RELEASED FOR SVC. SAME CREW FLEW ACFT (DC9-32) FROM DFW-XYZ WITHOUT INCIDENT.
