Narrative:
Albany ATCT has been inundated with fumes that impair the judgement and memories of the controllers. I had cleared the BE02 (aircraft X) to land and had taxied the BE90 (aircraft Y) out to the runway. The BE90 called ready and I cleared him for takeoff with the BE02 on short final. I had forgotten about the BE02. After realizing my mistake, I canceled the takeoff clearance and rectified the situation. Ingestion of exhaust fumes was the primary cause of the lapse in judgement/memory.

Title: TWR LCL CTLR PERCEIVES THAT ACFT EXHAUST FUME INGESTION INTO TWR AIR INDUCTION SYS HAS IMPAIRED HIS JUDGEMENT WHEN HE RECOGNIZES THAT HE HAS CLRED A BE90 FOR TKOF WITH A BE02 ON FINAL. CTLR TAKES ACTION TO RESOLVE SIT.
