Narrative:
The icss ZSU has been a source of constant problems. The latest is the quick dial function. We must coordinate with many foreign facilities and the lines are constantly out. The pbx line or quick dial must be used. Dialing normally we must dial 12 digits. With quick dial we can dial 4. The quick dial has not been programmed properly and consequently is not usable for at least 4 facilities that I am aware of: svmi, mdsd, txpk and tncm. Last week we had a deviation that may have been in part due to the controller not being able to effect coordination with tncm in a timely manner.
