Narrative:
The mxf and mgm class D airspaces join (airports are 5 NM apart) with converging runway configns. Aircraft departing runway 15 at mxf routinely enter the mgm class D. Procedures contained in the mgm/mxf LOA provide for departure headings to avoid this occurrence. However, no one has responsibility to insure compliance prior to entering class D airspace or to otherwise coordinate. As a result, the mgm class D is routinely violated without coordination by both VFR aircraft receiving TRSA service and IFR departure aircraft. This incident involved a C560 receiving TRSA service that was issued a 280 degree heading for departure. The aircraft departed runway 15 and entered the mgm class D without coordination. Callback conversation with reporter revealed the following information: reporter advised that the mxf/mgm LOA has been amended to a 'call for release' for VFR departures off mxf runway 15. Although cumbersome, the procedure appears to resolve the issue of awareness of aircraft utilizing this departure procedure runway.

Title: C560 DEPARTS MXF RWY 15 PENETRATING MGM CLASS C AIRSPACE WITHOUT TIMELY COORD. MGM CTLR STATES THAT INITIAL ASSIGNED HDG FOR C560 WAS NOT ENSURED, AND RESPONSIBILITY TO ENSURE HDG TURN NOT CLRLY SPECIFIED IN MXF-MGM LOA.
Narrative: THE MXF AND MGM CLASS D AIRSPACES JOIN (ARPTS ARE 5 NM APART) WITH CONVERGING RWY CONFIGNS. ACFT DEPARTING RWY 15 AT MXF ROUTINELY ENTER THE MGM CLASS D. PROCS CONTAINED IN THE MGM/MXF LOA PROVIDE FOR DEP HDGS TO AVOID THIS OCCURRENCE.
