Narrative:

Commuter airline, prior to first flight of the day, TCASII instrument was inoperative and was previously documented as an open MEL 'C' item, allowing 10 days for repair. Flight was conducted on the 11TH day following initial write-up, without documentation in the onboard aircraft maintenance discrepancy log. Company maintenance control advised captain that prior to end of 10TH day, an 'escalation' of 3 days beyond initial 10 days, was granted by the FAA, but documentation was not recorded in the onboard aircraft maintenance discrepancy log.
