Narrative:
Due to airspace changes that go in effect on jan/xa/99, I believe that the new procedures overload controllers in certain occasions. They also encourage deviations from ATC instructions. There are other sits due to procedures, where aircraft being controled by one controller, place his handed off aircraft to a receiving controller and a third aircraft may be a factor, without either of the controllers knowing about the third aircraft. When I was briefed on the changes, I brought up numerous scenarios, and was told just 'work with it.' I believe that these changes and procedures will place a hazardous situation and unnecessary burden of controllers at the expense and convenience of a few airplanes.

Title: APCH CTLR CONCERNED THAT NEW AIRSPACE CHANGES ARE NOT GOOD AND IN SOME CASES HAZARDOUS.
Narrative: DUE TO AIRSPACE CHANGES THAT GO IN EFFECT ON JAN/XA/99, I BELIEVE THAT THE NEW PROCS OVERLOAD CTLRS IN CERTAIN OCCASIONS. THEY ALSO ENCOURAGE DEVS FROM ATC INSTRUCTIONS. THERE ARE OTHER SITS DUE TO PROCS, WHERE ACFT BEING CTLED BY ONE CTLR, PLACE HIS HANDED OFF ACFT TO A RECEIVING CTLR AND A THIRD ACFT MAY BE A FACTOR, WITHOUT EITHER OF THE CTLRS KNOWING ABOUT THE THIRD ACFT. WHEN I WAS BRIEFED ON THE CHANGES, I BROUGHT UP NUMEROUS SCENARIOS, AND WAS TOLD JUST 'WORK WITH IT.' I BELIEVE THAT THESE CHANGES AND PROCS WILL PLACE A HAZARDOUS SIT AND UNNECESSARY BURDEN OF CTLRS AT THE EXPENSE AND CONVENIENCE OF A FEW AIRPLANES.
