Narrative:
At XF36Z I called FSS at millville. I got an automated area briefing. I got an abbreviated briefing, the sole question was 'any NOTAMS at 12N, aeroflex.' the answer was 'no.' on approach to aeroflex, we made standard calls: 5 mi out, downwind entry, base and final. We received no response. While in the pattern, we observed a snow-cleared runway, no closure markings and a cub taking off. We landed. On landing, the airport manager told us the airport was notamed closed and that we had to leave. I told him there was no NOTAM available. Upon my return, I called miv and confirmed 1) there was no NOTAM-D on file for 12N, and 2) the tubes had post-it notes with news about 12N's closure. Issues: 1) no NOTAM record in FSS system. 2) no 'X' on runway. 3) observation of traffic taking off would not lead casual observer to believe the airport is closed.
