Narrative:

Mia ground controller running all frequencys and flight/ground operations. We were instructed to taxi via taxiway Y and taxiway south to our requested runway 9R due to our heavy load. As we approached taxiway south on taxiway Y, a B737 exited on taxiway Y and came straight at us. I was watching him exit and, opting on the side of caution, had slowed our aircraft to a walk. When I realized that we were going head-on, I stopped our aircraft and flashed my taxi lights at the other aircraft. He continued through taxiway Y and made a continued right turn via the parallel taxiway towards his part of the ramp. Had I not recognized early the potential conflict, I am sure we would have been hit by the other aircraft. My first officer stated that he had heard the controller, who was involved during this incident with a lengthy IFR clearance to some other act, issue a landing clearance with '...and exit at taxiway V' instruction. I assume it was for that flight but cannot confirm that. When the controller was once again free I told him about the incident and he stated that the B737 had been instructed to use taxiway V. I am very concerned about this one controller at night, at a major airport situation and hope that it is looked into soon.

Title: A B767 PIC RPT ON THE POSSIBLE HAZARDS DURING A SPLIT POS OP AT MIA, FL. RPTR EXPERIENCED A NEAR GND COLLISION WITH TAXIING TFC.

Narrative: MIA GND CTLR RUNNING ALL FREQS AND FLT/GND OPS. WE WERE INSTRUCTED TO TAXI VIA TXWY Y AND TXWY S TO OUR REQUESTED RWY 9R DUE TO OUR HVY LOAD. AS WE APCHED TXWY S ON TXWY Y, A B737 EXITED ON TXWY Y AND CAME STRAIGHT AT US. I WAS WATCHING HIM EXIT AND, OPTING ON THE SIDE OF CAUTION, HAD SLOWED OUR ACFT TO A WALK. WHEN I REALIZED THAT WE WERE GOING HEAD-ON, I STOPPED OUR ACFT AND FLASHED MY TAXI LIGHTS AT THE OTHER ACFT. HE CONTINUED THROUGH TXWY Y AND MADE A CONTINUED R TURN VIA THE PARALLEL TXWY TOWARDS HIS PART OF THE RAMP. HAD I NOT RECOGNIZED EARLY THE POTENTIAL CONFLICT, I AM SURE WE WOULD HAVE BEEN HIT BY THE OTHER ACFT. MY FO STATED THAT HE HAD HEARD THE CTLR, WHO WAS INVOLVED DURING THIS INCIDENT WITH A LENGTHY IFR CLRNC TO SOME OTHER ACT, ISSUE A LNDG CLRNC WITH '...AND EXIT AT TXWY V' INSTRUCTION. I ASSUME IT WAS FOR THAT FLT BUT CANNOT CONFIRM THAT. WHEN THE CTLR WAS ONCE AGAIN FREE I TOLD HIM ABOUT THE INCIDENT AND HE STATED THAT THE B737 HAD BEEN INSTRUCTED TO USE TXWY V. I AM VERY CONCERNED ABOUT THIS ONE CTLR AT NIGHT, AT A MAJOR ARPT SIT AND HOPE THAT IT IS LOOKED INTO SOON.
