Narrative:
Air carrier X was told to report the OM (ILS). I observed the air carrier inside the OM on a 1 1/2 mi final on our terminal automatic radar display and information system (tardis). I verified with the pilot that he was inside the marker. I then restr the vehicle from his runway. He landed safely.

Title: ACFT X FAILED TO RPT THE ILS OM INBOUND AS INSTRUCTED.
Narrative: ACR X WAS TOLD TO RPT THE OM (ILS). I OBSERVED THE ACR INSIDE THE OM ON A 1 1/2 MI FINAL ON OUR TERMINAL AUTOMATIC RADAR DISPLAY AND INFO SYS (TARDIS). I VERIFIED WITH THE PLT THAT HE WAS INSIDE THE MARKER. I THEN RESTR THE VEHICLE FROM HIS RWY. HE LANDED SAFELY.
