Narrative:
During descent to phx on the karlo 7 arrival, I exceeded the speed restr at plsnt. Normal procedure is to cross plsnt at 12000 ft, 280 KTS. However, during the descent clearance we were given a 250 KT restr. While it is normal to confirm all altitude changes, I failed to notice the difference in speed. A contributing factor was my attention was split between flying the airplane and other duties at the time. The copilot assumed I knew about the speed restr even though I hadn't been working the radios. Though much emphasis is placed on altitude restr, perhaps an equal amount should be spent on speed restrs too.

Title: AN ACR MD80 FLC EXCEEDED THEIR ASSIGNED SPD WHEN THE FLC FAILED TO INSURE THAT THE CTLR'S INSTRUCTIONS WERE UNDERSTOOD BY THE PF.
Narrative: DURING DSCNT TO PHX ON THE KARLO 7 ARR, I EXCEEDED THE SPD RESTR AT PLSNT. NORMAL PROC IS TO CROSS PLSNT AT 12000 FT, 280 KTS. HOWEVER, DURING THE DSCNT CLRNC WE WERE GIVEN A 250 KT RESTR.
