Narrative:
A B727 aircraft X departed love field runway 13R to the south during a runway flow change. The AC95 aircraft Y was on final to runway 31R at 2500 ft. The B727 didn't call me until 2-3 mi southeast of dal, at which time I turned the aircraft away from the inbound and instructed him to expedite his climb. The pilot advised he got a TCASII alert after I turned him. The AC95 passed behind and below the B727. I had been previously briefed dal was in a north flow and the B727 departure was a surprise. Coordination did not seem to be complete between dal tower and dal final controller.

Title: CTLR WAS UNAWARE OF RWY FLOW CHANGE AT THE ARPT. ACFT X DEPARTED S AT THE SAME TIME ACFT Y WAS LNDG TO THE N. CTLR TRIED TO SEPARATE BOTH ACFT, BUT TO NO AVAIL.
Narrative: A B727 ACFT X DEPARTED LOVE FIELD RWY 13R TO THE S DURING A RWY FLOW CHANGE. THE AC95 ACFT Y WAS ON FINAL TO RWY 31R AT 2500 FT. THE B727 DIDN'T CALL ME UNTIL 2-3 MI SE OF DAL, AT WHICH TIME I TURNED THE ACFT AWAY FROM THE INBOUND AND INSTRUCTED HIM TO EXPEDITE HIS CLB. THE PLT ADVISED HE GOT A TCASII ALERT AFTER I TURNED HIM. THE AC95 PASSED BEHIND AND BELOW THE B727. I HAD BEEN PREVIOUSLY BRIEFED DAL WAS IN A N FLOW AND THE B727 DEP WAS A SURPRISE. COORD DID NOT SEEM TO BE COMPLETE BTWN DAL TWR AND DAL FINAL CTLR.
