Narrative:
Prior to our departure from cvg to yyz, I reviewed our dispatch release. Immediately I noticed our dispatch release was not noted 'high minimum rules apply.' after further review of the release, I noticed toronto's WX was forecasted to be below my 'high minimums' status. I called our company's dispatcher and brought this to his attention. Our flight was already behind schedule so time was of the essence. I knew this and our dispatcher knew this. The dispatcher reviewed the release, made the amendments and said it was ok for us to depart. I assumed the WX had been reviewed also and we departed. Shortly after takeoff, we were told to contact our dispatcher. We were told by the dispatcher to return to cvg due to WX at yyz. We returned to cvg and were reassigned to another flight and a captain who was not on 'high minimums' completed to yyz flight. I believe this was primarily due to the rush we were all under to get this flight out as well as the complexity of the high minimum rules and exemption. Supplemental information from acn 425250: I had a high minimums captain and should not have been dispatched to yyz. The captain questioned dispatch and they said they would exempt the destination, when the legally could not have done so.

Title: A CL65 HIGH MINIMUMS (WX) CAPT WAS DISPATCHED FROM CVG TO YYZ WITH WX FORECAST TO BE BELOW HIS LEGAL MINIMUM FOR DISPATCH.
Narrative: PRIOR TO OUR DEP FROM CVG TO YYZ, I REVIEWED OUR DISPATCH RELEASE. IMMEDIATELY I NOTICED OUR DISPATCH RELEASE WAS NOT NOTED 'HIGH MINIMUM RULES APPLY.' AFTER FURTHER REVIEW OF THE RELEASE, I NOTICED TORONTO'S WX WAS FORECASTED TO BE BELOW MY 'HIGH MINIMUMS' STATUS. I CALLED OUR COMPANY'S DISPATCHER AND BROUGHT THIS TO HIS ATTN. OUR FLT WAS ALREADY BEHIND SCHEDULE SO TIME WAS OF THE ESSENCE. I KNEW THIS AND OUR DISPATCHER KNEW THIS. THE DISPATCHER REVIEWED THE RELEASE, MADE THE AMENDMENTS AND SAID IT WAS OK FOR US TO DEPART. I ASSUMED THE WX HAD BEEN REVIEWED ALSO AND WE DEPARTED. SHORTLY AFTER TKOF, WE WERE TOLD TO CONTACT OUR DISPATCHER. WE WERE TOLD BY THE DISPATCHER TO RETURN TO CVG DUE TO WX AT YYZ. WE RETURNED TO CVG AND WERE REASSIGNED TO ANOTHER FLT AND A CAPT WHO WAS NOT ON 'HIGH MINIMUMS' COMPLETED TO YYZ FLT. I BELIEVE THIS WAS PRIMARILY DUE TO THE RUSH WE WERE ALL UNDER TO GET THIS FLT OUT AS WELL AS THE COMPLEXITY OF THE HIGH MINIMUM RULES AND EXEMPTION. SUPPLEMENTAL INFO FROM ACN 425250: I HAD A HIGH MINIMUMS CAPT AND SHOULD NOT HAVE BEEN DISPATCHED TO YYZ. THE CAPT QUESTIONED DISPATCH AND THEY SAID THEY WOULD EXEMPT THE DEST, WHEN THE LEGALLY COULD NOT HAVE DONE SO.
