Narrative:
Mr X boarded the flight stating that he was a full-fared pay and would be stowing his luggage in a first class compartment. Once he took his main class seat, I saw he had a large soft sided briefcase on the floor at his feet in front of the emergency exit. I told him his bag must be stowed for takeoff and landing, at which he responded he would need to use the bag and would hold it in his lap. I informed him it was against FAA regulations and would endanger me (whose jump seat faced him) and hinder any possible evacuate/evacuation procedures that may occur. He ignored me. On landing, the captain asked the flight attendants to be seated early due to turbulence. Once again, I informed mr X to stow his bag -- as well as the #5 flight attendant -- and his response was 'in a while I will,' which he never did. His bag blocked the exit for landing.
