Narrative:
Ont-sfo, ground stop in sfo due WX/traffic. Delayed 1 hour on ground in ont. En route to sfo received 1 360 degree turn over bsr from ZOA, then 60 NM of holding at skunk, then 30 mins of vectoring by 2 sectors of bay approach before finally getting a vector to intercept the localizer. By this time I was almost numb to listening to these never-ending instructions to change altitude, heading, and airspeed. While trying to comply with a 60 KT reduction in speed assignment, inadvertently flew through the runway 28R localizer. Began to turn back when approach called to advise us of same. Reissued a 240 degree vector to reintercept by dumba and cleared approach. Approach and landing uneventful. First officer also missed our failure to intercept -- no help there. No conflict with other traffic. Suggestion: instead of substituting delay vectors for holding to make the statistics look better, just leave us in holding until you can accommodate us on the approach -- or better yet, leave us on the ground. So much for 'flow control' and 'traffic management' -- should be 'traffic mismgmnt!'
