Narrative:
Long rifle cleared us through R2533 at or below 500 ft AGL. We were flying from sna to san to sna. We had a tour of san harbor and stopped at crg (palomar) for lunch before flying back to sna. It was a beautiful day! Low tide, with a nice flat, wide, nearly deserted beach to land on if the engine decided to quit. We were low at times, maybe 50 ft or so at times where there were no people, which was most of the time. When I saw people, I would climb and turn out to sea to stay clear of them. I didn't see 1 guy though, and he didn't look too happy to see us! We were probably 500 ft horizontal, but maybe a little closer to him. If he called, please tell him we're sorry! We shouldn't have been so low.

Title: PLT OF A GREAT LAKES BIPLANE WAS FLYING LOW ALONG THE SHORELINE WHEN HE SIGHTED A PERSON ON THE BEACH. HE APPARENTLY DISTURBED THE PERSON EVEN THOUGH HE PULLED UP AND OUT TO SEA.
