Narrative:

On the night of feb/xa/99, I received my taxi clearance from ATC for my flight from myr to cae. The clearance read, 'taxi to runway 17 via taxiway C.' having not heard the phrase 'hold short of runway 17,' I checked for traffic on the runway and on final and proceeded to cross runway 17 to the approach end of the runway for takeoff. The following evening, I received a message from the chief pilot to contact him. I was informed by the chief pilot that the myrtle beach ATC supervisor was in the process of bringing forth a violation for failing to hold short of the runway. On feb/xc/99, after returning to myrtle beach, I made a visit to the tower to see the supervisor. We discussed the situation and he understood how confusion could have taken place. I informed him that when I had not received a hold short instruction then I proceeded to the departure runway. From this day forward, I will stop prior to all runways and clarify that I am cleared to cross any and all runways. Also, the supervisor informed my that he has briefed all his controllers to say the words 'hold short' even though the aim states that a clearance to taxi to a runway does not allow the pilot to cross an active runway.

Title: AN AIR TAXI FREIGHT PLT IN A C208 CARAVAN CROSSED AN ACTIVE RWY WITHOUT PERMISSION.

Narrative: ON THE NIGHT OF FEB/XA/99, I RECEIVED MY TAXI CLRNC FROM ATC FOR MY FLT FROM MYR TO CAE. THE CLRNC READ, 'TAXI TO RWY 17 VIA TXWY C.' HAVING NOT HEARD THE PHRASE 'HOLD SHORT OF RWY 17,' I CHKED FOR TFC ON THE RWY AND ON FINAL AND PROCEEDED TO CROSS RWY 17 TO THE APCH END OF THE RWY FOR TKOF. THE FOLLOWING EVENING, I RECEIVED A MESSAGE FROM THE CHIEF PLT TO CONTACT HIM. I WAS INFORMED BY THE CHIEF PLT THAT THE MYRTLE BEACH ATC SUPVR WAS IN THE PROCESS OF BRINGING FORTH A VIOLATION FOR FAILING TO HOLD SHORT OF THE RWY. ON FEB/XC/99, AFTER RETURNING TO MYRTLE BEACH, I MADE A VISIT TO THE TWR TO SEE THE SUPVR. WE DISCUSSED THE SIT AND HE UNDERSTOOD HOW CONFUSION COULD HAVE TAKEN PLACE. I INFORMED HIM THAT WHEN I HAD NOT RECEIVED A HOLD SHORT INSTRUCTION THEN I PROCEEDED TO THE DEP RWY. FROM THIS DAY FORWARD, I WILL STOP PRIOR TO ALL RWYS AND CLARIFY THAT I AM CLRED TO CROSS ANY AND ALL RWYS. ALSO, THE SUPVR INFORMED MY THAT HE HAS BRIEFED ALL HIS CTLRS TO SAY THE WORDS 'HOLD SHORT' EVEN THOUGH THE AIM STATES THAT A CLRNC TO TAXI TO A RWY DOES NOT ALLOW THE PLT TO CROSS AN ACTIVE RWY.
