Narrative:
Altitude: 6000 ft. ATC facility: mia approach control. Location: mia runway 9R localizer, 17 DME west. Mia approach control stated maintain 210 KTS to gritt during approach clearance. PIC, PNF, determined copilot (PF) not at experience level to perform required maneuver. Copilot less than 65 hours in seat and 7 months with company. Light B727, weight 128.5 pounds, vref 122 KTS. Copilot trying to configure aircraft for approach. Doing good job. Approach vectored us out of approach pattern when PIC stated unable 210 KTS to gritt. Controller gave us phone number to call. Supervisor stated we may be in violation for failure to comply with ATC instruction. The goal for this crew was a comfortable, stable approach for a new copilot in a light B727.
