Narrative:
Aircraft refueling were to turn right at ilm VORTAC and return to panal intersection. Air carrier Y was going diw.AR1.metta intersection. I believed this aircraft Y would be out in front of the refuelers. I noticed the data block north of ilm and figured the refuelers hadn't started their turn yet.

Title: ZDC CTLR MISJUDGES FLT ACTIONS OF MIL ACFT IN BLOCK ALT REFUELING AND CONFLICTING ENRTE ACR. ACR INITIATES EVASIVE MANEUVER TO AVOID CONFLICT. CTLR EXPECTED SEPARATION AND HAD NOT CONFIRMED WHEN REFUELER WOULD TURN.
