Narrative:

Air carrier X was issued pre departure clearance with heading 185 degrees. Aircraft cleared for takeoff runway 13R. When it appeared that aircraft started to turn, I issued frequency change to departure, and diverted my attention to aircraft on approach. The local controller working runway 13L advised that my aircraft was not turning, which put it into proximity with his departure air carrier Y on heading 140 degrees. I called the departure and advised him to turn air carrier X immediately.
