Narrative:

While on a heading of 340 degrees, altitude 3000 ft to intercept runway 29 for a visual approach, the captain (PNF) called and told approach the airport was in sight. Green bay approach cleared us for a visual approach and directed us to switch to appleton tower. As he looked down to change frequency, the TCASII displayed a target at 12 O'clock less than 2 mi, same altitude. We immediately began searching and found the traffic (a C150) eastbound at 3000 ft. Simultaneously with our visual sighting, the captain commanded a left turn and the TCASII displayed a 'descend, descend, descend' RA. I immediately commenced a rapid descent while continuing the 30 degree angle of bank left turn. Lateral and vertical separation increased quickly. The TCASII RA ceased, and we continued for an uneventful visual approach and landing at appleton. We questioned atw tower who told us that the cessna was not talking (or squawking) to them or to green bay approach. Closest point of possible collision was less than 1/4 mi and 100 ft vertically.

Narrative: WHILE ON A HDG OF 340 DEGS, ALT 3000 FT TO INTERCEPT RWY 29 FOR A VISUAL APCH, THE CAPT (PNF) CALLED AND TOLD APCH THE ARPT WAS IN SIGHT. GREEN BAY APCH CLRED US FOR A VISUAL APCH AND DIRECTED US TO SWITCH TO APPLETON TWR. AS HE LOOKED DOWN TO CHANGE FREQ, THE TCASII DISPLAYED A TARGET AT 12 O'CLOCK LESS THAN 2 MI, SAME ALT. WE IMMEDIATELY BEGAN SEARCHING AND FOUND THE TFC (A C150) EBOUND AT 3000 FT. SIMULTANEOUSLY WITH OUR VISUAL SIGHTING, THE CAPT COMMANDED A L TURN AND THE TCASII DISPLAYED A 'DSND, DSND, DSND' RA. I IMMEDIATELY COMMENCED A RAPID DSCNT WHILE CONTINUING THE 30 DEG ANGLE OF BANK L TURN. LATERAL AND VERT SEPARATION INCREASED QUICKLY. THE TCASII RA CEASED, AND WE CONTINUED FOR AN UNEVENTFUL VISUAL APCH AND LNDG AT APPLETON.
