Narrative:
Established on dpk 2 arrival into bdl. Level 11000 ft MSL, 310 KIAS, 341 degree radial mad VOR. Received a TA from TCASII and bdl approach control simultaneously. Resolution of TCASII went immediately to monitor vertical speed then immediately to descend now. Captain acquired aircraft Y visually and instructed first officer to increase descent rate. Aircraft was on a perfect intercept to our flight. Captain pushed yoke abruptly forward and noticed that VFR aircraft abruptly increased pitch angle. Aircraft passed approximately 200 ft directly over us. TCASII confirmed 200 ft. Telephone conversation with bdl approach control stated aircraft Y was climbing visually from new york to boston airspace and changing frequencys. ZBW alerted him in time for him to take evasive action. Note: ceiling and visibility unlimited but quite hazy. Completed landing into bdl uneventfully.

Narrative: ESTABLISHED ON DPK 2 ARR INTO BDL. LEVEL 11000 FT MSL, 310 KIAS, 341 DEG RADIAL MAD VOR. RECEIVED A TA FROM TCASII AND BDL APCH CTL SIMULTANEOUSLY. RESOLUTION OF TCASII WENT IMMEDIATELY TO MONITOR VERT SPD THEN IMMEDIATELY TO DSND NOW. CAPT ACQUIRED ACFT Y VISUALLY AND INSTRUCTED FO TO INCREASE DSCNT RATE. ACFT WAS ON A PERFECT INTERCEPT TO OUR FLT. CAPT PUSHED YOKE ABRUPTLY FORWARD AND NOTICED THAT VFR ACFT ABRUPTLY INCREASED PITCH ANGLE. ACFT PASSED APPROX 200 FT DIRECTLY OVER US. TCASII CONFIRMED 200 FT. TELEPHONE CONVERSATION WITH BDL APCH CTL STATED ACFT Y WAS CLBING VISUALLY FROM NEW YORK TO BOSTON AIRSPACE AND CHANGING FREQS. ZBW ALERTED HIM IN TIME FOR HIM TO TAKE EVASIVE ACTION. NOTE: CEILING AND VISIBILITY UNLIMITED BUT QUITE HAZY. COMPLETED LNDG INTO BDL UNEVENTFULLY.
