Narrative:

Student pilot, on a solo flight in day VFR conditions in an aircraft that he owned, ran off the end of runway 36 and did minor damage to left wingtip. The aircraft is a PA28-140. After inspecting the aircraft, I determined that it appeared to be minor damage to left wingtip and elected to move aircraft to clear the runway for safety reasons. I felt due to the minor damage that this did not require immediate notification to NTSB as described in far part 830. It has come to my attention that the FAA inspectors may determine otherwise. It is important to note that this operation was under part 61 FARS. In any case, I think the regulations need to address more clearly what must be reported immediately under part 830. I did inform the FAA of the details that afternoon, the day of the incident.

Title: STUDENT PLT OF A PIPER PA28-140 RAN OFF THE END OF THE RWY AT AN UNCTLED ARPT CAUSING DAMAGE TO 1 WINGTIP.

Narrative: STUDENT PLT, ON A SOLO FLT IN DAY VFR CONDITIONS IN AN ACFT THAT HE OWNED, RAN OFF THE END OF RWY 36 AND DID MINOR DAMAGE TO L WINGTIP. THE ACFT IS A PA28-140. AFTER INSPECTING THE ACFT, I DETERMINED THAT IT APPEARED TO BE MINOR DAMAGE TO L WINGTIP AND ELECTED TO MOVE ACFT TO CLR THE RWY FOR SAFETY REASONS. I FELT DUE TO THE MINOR DAMAGE THAT THIS DID NOT REQUIRE IMMEDIATE NOTIFICATION TO NTSB AS DESCRIBED IN FAR PART 830. IT HAS COME TO MY ATTN THAT THE FAA INSPECTORS MAY DETERMINE OTHERWISE. IT IS IMPORTANT TO NOTE THAT THIS OP WAS UNDER PART 61 FARS. IN ANY CASE, I THINK THE REGS NEED TO ADDRESS MORE CLRLY WHAT MUST BE RPTED IMMEDIATELY UNDER PART 830. I DID INFORM THE FAA OF THE DETAILS THAT AFTERNOON, THE DAY OF THE INCIDENT.
