Narrative:
The 2 aircraft were in the cvg vicinity. An ord arrival (aircraft Y) was descended to FL280 from FL310 with traffic (aircraft X) at FL290. The sector was busy and getting busier. The radar controller's judgement just overlooked the traffic, reacting to other traffic (aircraft Z) at FL310. Conflict alert alerted both controllers of the scenario.
