Narrative:
Discovering law enforcement officer gate pass in cockpit (notification of passenger carrying weapon on board) asked flight crew where it came from. They said flight attendant brought it. Flight attendant said law enforcement officer gave it to her. Per company procedure, gate agent was supposed to bring it to flight crew. Talked to gate agents. Neither recalled seeing law enforcement officer. Returned to aircraft, asked flight attendant to have law enforcement officer come out to jetway. Told law enforcement officer proper procedure. He said he attempted to give gate pass to gate agent but she refused it. Then he said he tried to give it to flight attendant, she was reluctant. He said '90% of the time he hand delivers passes to flight crew' instead of following proper procedure.
