Narrative:
Shortly after reporting for my shift, I pulled a flight information log on flight xy. I noticed the TCASII was inoperative. I checked the flight plan to see if an altitude was planned to operate outside of reduced vertical separation minimum airspace. It was not done. I spoke to the flight to reconfirm this. The captain told me that he had missed it. We discussed our options and decided to operate the flight in accordance with the MEL. The flight had sufficient fuel to fly at FL290 to the other side of the north atlantic. Captain will file report and I will advise previous dispatcher of error. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was dispatched by another dispatcher who failed to note the deferred item on the TCASII being inoperative. The reporter advised the flight crew of the discrepancy in the flight release and the need to operate per the MEL procedures.

Title: A B767-300 WAS DISPATCHED ON A REDUCED VERT SEPARATION MINIMUM RTE WITH THE TCASII DEFERRED AS INOP IN CONFLICT WITH THE MEL.
Narrative: SHORTLY AFTER RPTING FOR MY SHIFT, I PULLED A FLT INFO LOG ON FLT XY. I NOTICED THE TCASII WAS INOP. I CHKED THE FLT PLAN TO SEE IF AN ALT WAS PLANNED TO OPERATE OUTSIDE OF REDUCED VERT SEPARATION MINIMUM AIRSPACE. IT WAS NOT DONE. I SPOKE TO THE FLT TO RECONFIRM THIS. THE CAPT TOLD ME THAT HE HAD MISSED IT. WE DISCUSSED OUR OPTIONS AND DECIDED TO OPERATE THE FLT IN ACCORDANCE WITH THE MEL. THE FLT HAD SUFFICIENT FUEL TO FLY AT FL290 TO THE OTHER SIDE OF THE NORTH ATLANTIC. CAPT WILL FILE REPORT AND I WILL ADVISE PREVIOUS DISPATCHER OF ERROR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT WAS DISPATCHED BY ANOTHER DISPATCHER WHO FAILED TO NOTE THE DEFERRED ITEM ON THE TCASII BEING INOP. THE RPTR ADVISED THE FLC OF THE DISCREPANCY IN THE FLT RELEASE AND THE NEED TO OPERATE PER THE MEL PROCS.
