Narrative:

It is my understanding that the aircraft had arrived ZZZ the previous evening with a compressor stall write-up for both engines. ZZZ maintenance procedures require further checks, including borescope analysis for both engines. ZZZ maintenance called the aircraft router and requested via ZZZ aircraft router to have them ground interrupt. Due to the lateness of this request, ZZZ router was unable to get in touch with the flight prior to takeoff. ZZZ router called me moments after takeoff to inform me that to forward maintenance request to radio patch the captain to air carrier technical services. Meanwhile, ZZZ aircraft routers removed xyz from the computer record for flight wvvv and inserted abc, effectively inhibiting ACARS capability. I called air carrier technician and spoke with wywy. He consulted the manager in ZZZ, who is charged with the responsibility of making legality rulings. We determined that aircraft xyz ZZZ-yyc was operating safely in ship xyz. Aircraft xyz did not need to return to ZZZ and could continue on to yyc. The aircraft would be able to fly the next leg out of yyc. We did not require a phone patch with the captain. The reasoning was that while the borescope inspection was needed, a few cycles were permitted in the interim.

Title: A COMMERCIAL FIXED WING ACFT WAS DISPATCHED WITH SOME CONFUSION OVER THE CYCLES REMAINING BEFORE A REQUIRED BORESCOPE INSPECTION IS ACCOMPLISHED.

DUE TO THE LATENESS OF THIS REQUEST, ZZZ ROUTER WAS UNABLE TO GET IN TOUCH WITH THE FLT PRIOR TO TKOF. ZZZ ROUTER CALLED ME MOMENTS AFTER TKOF TO INFORM ME THAT TO FORWARD MAINT REQUEST TO RADIO PATCH THE CAPT TO ACR TECHNICAL SVCS. MEANWHILE, ZZZ ACFT ROUTERS REMOVED XYZ FROM THE COMPUTER RECORD FOR FLT WVVV AND INSERTED ABC, EFFECTIVELY INHIBITING ACARS CAPABILITY. I CALLED ACR TECHNICIAN AND SPOKE WITH WYWY. HE CONSULTED THE MGR IN ZZZ, WHO IS CHARGED WITH THE RESPONSIBILITY OF MAKING LEGALITY RULINGS. WE DETERMINED THAT ACFT XYZ ZZZ-YYC WAS OPERATING SAFELY IN SHIP XYZ. ACFT XYZ DID NOT NEED TO RETURN TO ZZZ AND COULD CONTINUE ON TO YYC. THE ACFT WOULD BE ABLE TO FLY THE NEXT LEG OUT OF YYC. WE DID NOT REQUIRE A PHONE PATCH WITH THE CAPT. THE REASONING WAS THAT WHILE THE BORESCOPE INSPECTION WAS NEEDED, A FEW CYCLES WERE PERMITTED IN THE INTERIM.
