Narrative:
On final approach to runway 26L at phx, first officer flying requested flap extension to 20 degrees. Captain selected 20 degrees and received ECAM warning of 'flaps stuck.' executed missed approach via tower instructions and once established downwind, complied with ECAM and QRH procedures. Due to higher approach speeds, wet runway and inoperative thrust reversers, an emergency was declared. Captain flew an uneventful landing at phx. Supplemental information from acn 431451: requested go around to accomplish ECAM and qr checklist. Reviewed and briefed and an emergency was declared. Captain assumed control for an uneventful landing.

Title: ACFT FLAPS WOULD NOT EXTEND PAST INTERMEDIATE SETTING.
Narrative: ON FINAL APCH TO RWY 26L AT PHX, FO FLYING REQUESTED FLAP EXTENSION TO 20 DEGS. CAPT SELECTED 20 DEGS AND RECEIVED ECAM WARNING OF 'FLAPS STUCK.' EXECUTED MISSED APCH VIA TWR INSTRUCTIONS AND ONCE ESTABLISHED DOWNWIND, COMPLIED WITH ECAM AND QRH PROCS. DUE TO HIGHER APCH SPDS, WET RWY AND INOP THRUST REVERSERS, AN EMER WAS DECLARED. CAPT FLEW AN UNEVENTFUL LNDG AT PHX. SUPPLEMENTAL INFO FROM ACN 431451: REQUESTED GAR TO ACCOMPLISH ECAM AND QR CHKLIST. REVIEWED AND BRIEFED AND AN EMER WAS DECLARED. CAPT ASSUMED CTL FOR AN UNEVENTFUL LNDG.
