Narrative:

I was cleared to land with other aircraft on 1/4 mi final. He taxied a considerable distance before exiting the runway. I used slow flight, full flaps, etc to keep wheels off the runway before first aircraft was clear. Got close to ground so applied some power, ballooned, stalled, and hit right wingtip on runway. There was only wingtip damage so not considered a rptable incident. Tower did not cancel my landing clearance. But I am PIC. I have now changed my attitude -- cleared to land does not mean I must land. A go around would have been a better solution! Callback conversation with reporter revealed the following information: reporter stated that he believed that he would not be legal to touch down when the other aircraft had not cleared the runway. However, since he was cleared to land and the tower had not issued go around instructions, it was his decision to land or go around. He further stated that he did not know at the time of the hard landing that he had hit his wingtip, until the next walkaround preflight. He then noticed by feel that it had been scraped on the under side.

Title: PLT OF A MOONEY 20F STRUCK THE R WING ON THE RWY DURING A HARD LNDG CAUSED BY LOSING CTL OF THE ACFT DURING SLOW FLT ABOVE THE RWY TO KEEP FROM LNDG WHEN THE RWY WAS OCCUPIED BY THE PRECEDING ACFT WHICH WAS SLOW IN TURNING OFF THE RWY AFTER LNDG. THE TWR DID NOT ISSUE A GAR TO RPTR.

Narrative: I WAS CLRED TO LAND WITH OTHER ACFT ON 1/4 MI FINAL. HE TAXIED A CONSIDERABLE DISTANCE BEFORE EXITING THE RWY. I USED SLOW FLT, FULL FLAPS, ETC TO KEEP WHEELS OFF THE RWY BEFORE FIRST ACFT WAS CLR. GOT CLOSE TO GND SO APPLIED SOME PWR, BALLOONED, STALLED, AND HIT R WINGTIP ON RWY. THERE WAS ONLY WINGTIP DAMAGE SO NOT CONSIDERED A RPTABLE INCIDENT. TWR DID NOT CANCEL MY LNDG CLRNC. BUT I AM PIC. I HAVE NOW CHANGED MY ATTITUDE -- CLRED TO LAND DOES NOT MEAN I MUST LAND. A GAR WOULD HAVE BEEN A BETTER SOLUTION! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE BELIEVED THAT HE WOULD NOT BE LEGAL TO TOUCH DOWN WHEN THE OTHER ACFT HAD NOT CLRED THE RWY. HOWEVER, SINCE HE WAS CLRED TO LAND AND THE TWR HAD NOT ISSUED GAR INSTRUCTIONS, IT WAS HIS DECISION TO LAND OR GAR. HE FURTHER STATED THAT HE DID NOT KNOW AT THE TIME OF THE HARD LNDG THAT HE HAD HIT HIS WINGTIP, UNTIL THE NEXT WALKAROUND PREFLT. HE THEN NOTICED BY FEEL THAT IT HAD BEEN SCRAPED ON THE UNDER SIDE.
