Narrative:
Lga was down to one runway for departures and lndgs (runway 13/31 was closed). WX was 'severe clear,' cavu. First officer got the ATIS while I was off the aircraft. The ATIS said to use the ILS hold short line for runway 4, not the 'B4' line, which is usually used. I did not get this information from my first officer. I pulled up to the 'normal' hold short line, assuming since the WX was clear that the ILS hold line was not in use. My first officer then noticed our mistake, while lga tower asked us where we were holding short. We told him that we were over the ILS hold line but he assured us that there was 'no problem.' I was short of the runway, however. Causes: 1) poor CRM -- information communicated. 2) assume -- I assumed since the WX was good that the ILS hold line was not in use. Corrective action: 1) never assume anything! 2) work on a better exchange of information (CRM).

CAUSES: 1) POOR CRM -- INFO COMMUNICATED. 2) ASSUME -- I ASSUMED SINCE THE WX WAS GOOD THAT THE ILS HOLD LINE WAS NOT IN USE.
