Narrative:

Upon descent into lit, we were cleared to 2300 ft MSL. 2300 ft MSL is the initial altitude for the runway 4R ILS. We responded, 'cleared to 2300 ft MSL.' upon descending through 2600 ft MSL, lit approach advised us we were cleared to 3300 ft MSL. We responded, 'that our clearance was to 2300 ft MSL.' ATC then advised us to remain at the altitude we were at (2800 ft MSL) and intercept the ILS runway 4R. ATC also said, 'it was no big deal, there was no traffic in the area.' we were then handed over to tower and no further action was taken or heard of.

UPON DSNDING THROUGH 2600 FT MSL, LIT APCH ADVISED US WE WERE CLRED TO 3300 FT MSL. WE RESPONDED, 'THAT OUR CLRNC WAS TO 2300 FT MSL.' ATC THEN ADVISED US TO REMAIN AT THE ALT WE WERE AT (2800 FT MSL) AND INTERCEPT THE ILS RWY 4R. ATC ALSO SAID, 'IT WAS NO BIG DEAL, THERE WAS NO TFC IN THE AREA.' WE WERE THEN HANDED OVER TO TWR AND NO FURTHER ACTION WAS TAKEN OR HEARD OF.
