Narrative:
Starting a descent from 3500 ft for a landing at bdl and in the process of calling approach control, an unknown cessna aircraft from below appeared. The class C airspace around bdl should be increased from 10 mi to 20 mi at the upper altitudes. Many small airports located 15-20 mi away use this area as a training location.

Title: BE33 PLT AVOIDS CONFLICTING TFC DSNDING INTO BDL.
Narrative: STARTING A DSCNT FROM 3500 FT FOR A LNDG AT BDL AND IN THE PROCESS OF CALLING APCH CTL, AN UNKNOWN CESSNA ACFT FROM BELOW APPEARED. THE CLASS C AIRSPACE AROUND BDL SHOULD BE INCREASED FROM 10 MI TO 20 MI AT THE UPPER ALTS. MANY SMALL ARPTS LOCATED 15-20 MI AWAY USE THIS AREA AS A TRAINING LOCATION.
