Narrative:
On mar/xa/99 at approximately XA30, myself and captain departed cvn en route to abq on an IFR flight plan. We were operating as air carrier flight YYY. We were given a clearance to abq as filed (cvn..txo..miera.MIERA2.abq). On departure we contacted cannon approach control, cannon AFB, NM, and notified the controller that we could maintain our own terrain separation and requested a VFR climb. The controller responded, 'cleared as requested.' we proceeded to climb on course (270 degree radial off of txo) from approximately a 300 degree heading off of cvn. We were subsequently notified by the approach control supervisor that we were cleared for a VFR climb to the VOR (txo) and then on course, not a climb on course from cvn. We responded by agreeing to go direct to txo and then on course, but the supervisor cleared us to climb on course from our present position. No civilian or military aircraft were in the vicinity during this event.

Title: A BE1900 FLC DEVIATES FROM THEIR FILED FLT PLAN AFTER REQUESTING AND GETTING A VFR CLB 'TO MAINTAIN THEIR OWN TERRAIN SEPARATION.
Narrative: ON MAR/XA/99 AT APPROX XA30, MYSELF AND CAPT DEPARTED CVN ENRTE TO ABQ ON AN IFR FLT PLAN. WE WERE OPERATING AS ACR FLT YYY. WE WERE GIVEN A CLRNC TO ABQ AS FILED (CVN..TXO..MIERA.MIERA2.ABQ). ON DEP WE CONTACTED CANNON APCH CTL, CANNON AFB, NM, AND NOTIFIED THE CTLR THAT WE COULD MAINTAIN OUR OWN TERRAIN SEPARATION AND REQUESTED A VFR CLB. THE CTLR RESPONDED, 'CLRED AS REQUESTED.' WE PROCEEDED TO CLB ON COURSE (270 DEG RADIAL OFF OF TXO) FROM APPROX A 300 DEG HDG OFF OF CVN. WE WERE SUBSEQUENTLY NOTIFIED BY THE APCH CTL SUPVR THAT WE WERE CLRED FOR A VFR CLB TO THE VOR (TXO) AND THEN ON COURSE, NOT A CLB ON COURSE FROM CVN. WE RESPONDED BY AGREEING TO GO DIRECT TO TXO AND THEN ON COURSE, BUT THE SUPVR CLRED US TO CLB ON COURSE FROM OUR PRESENT POS. NO CIVILIAN OR MIL ACFT WERE IN THE VICINITY DURING THIS EVENT.
