Narrative:
On approach control we were told to change runways to runway 9R from runway 8L. We were told to maintain 5000 ft then amended to 6000 ft. We then noticed a TCASII target 10 O'clock and 3 mi 100 ft below us. We were in and out of tops. We then received a TA. Then the controller said, 'turn left 360 degrees good tight turn.' we started the turn then received an RA, 'descend, crossing, descend.' I immediately descended on the green arc 2200 FPM equipped. First officer and jump seat passenger called the traffic. I saw at 12:30 O'clock - 1 O'clock position out of the clouds a company MD88 1/4 mi away 200-300 ft above. The MD88 called out climbing for RA. We called descending for RA. The controller responded with 'yeah, I didn't get him turned soon enough.' the total deviation was approximately 700 ft. We were then turned back to the south and told to descend to 5000 ft. Supplemental information from acn 433542: controller not keeping track of aircraft and compliance with clrncs. No one in the air knew another aircraft was in the vicinity, much less nose-to-nose approaching the same altitude.
Original NASA ASRS Text
Title: 2 ACR FLCS FROM THE SAME COMPANY CAME CLOSE TO EACH OTHER AS THEIR B737-300 AND MD88 WERE VECTORED, HEAD-ON, TO THE SAME ALT AND POS.
Narrative: ON APCH CTL WE WERE TOLD TO CHANGE RWYS TO RWY 9R FROM RWY 8L. WE WERE TOLD TO MAINTAIN 5000 FT THEN AMENDED TO 6000 FT. WE THEN NOTICED A TCASII TARGET 10 O'CLOCK AND 3 MI 100 FT BELOW US. WE WERE IN AND OUT OF TOPS. WE THEN RECEIVED A TA. THEN THE CTLR SAID, 'TURN L 360 DEGS GOOD TIGHT TURN.' WE STARTED THE TURN THEN RECEIVED AN RA, 'DSND, XING, DSND.' I IMMEDIATELY DSNDED ON THE GREEN ARC 2200 FPM EQUIPPED. FO AND JUMP SEAT PAX CALLED THE TFC. I SAW AT 12:30 O'CLOCK - 1 O'CLOCK POS OUT OF THE CLOUDS A COMPANY MD88 1/4 MI AWAY 200-300 FT ABOVE. THE MD88 CALLED OUT CLBING FOR RA. WE CALLED DSNDING FOR RA. THE CTLR RESPONDED WITH 'YEAH, I DIDN'T GET HIM TURNED SOON ENOUGH.' THE TOTAL DEV WAS APPROX 700 FT. WE WERE THEN TURNED BACK TO THE S AND TOLD TO DSND TO 5000 FT. SUPPLEMENTAL INFO FROM ACN 433542: CTLR NOT KEEPING TRACK OF ACFT AND COMPLIANCE WITH CLRNCS. NO ONE IN THE AIR KNEW ANOTHER ACFT WAS IN THE VICINITY, MUCH LESS NOSE-TO-NOSE APCHING THE SAME ALT.
