Narrative:
I was assigned to work on a B727 aircraft. I received a copy of the list for maintenance carryover items. That is where I noticed the flight crew had put the #2 refuel valve on maintenance carryover using MEL reference aa-aa-aa. I was told there wasn't time to work on the #2 refuel valve, and to leave it on maintenance carryover. I looked up the MEL reference. It stated that the flight crew could place the #2 refuel valve on maintenance carryover and that any portion of the system which operates normally may be used. The maintenance procedure is to manually open the valve. Monitor the #2 fuel tank for required amount of fuel indication. When required amount of fuel has been delivered, manually close the valve. Restore the aircraft to its normal confign. I didn't perform the maintenance procedure because the aircraft wasn't fueled. I have filled out a technical publication change request in order to clarify the maintenance procedure in regard to what should be entered in the logbook as a result of operation of the refuel valve.

Title: A B727 WAS DISPATCHED WITH A DEFERRED ITEM ON THE #2 FUELING VALVE AND DID NOT HAVE THE MEL SPECIAL PROCS ACCOMPLISHED.
Narrative: I WAS ASSIGNED TO WORK ON A B727 ACFT. I RECEIVED A COPY OF THE LIST FOR MAINT CARRYOVER ITEMS. THAT IS WHERE I NOTICED THE FLC HAD PUT THE #2 REFUEL VALVE ON MAINT CARRYOVER USING MEL REF AA-AA-AA. I WAS TOLD THERE WASN'T TIME TO WORK ON THE #2 REFUEL VALVE, AND TO LEAVE IT ON MAINT CARRYOVER. I LOOKED UP THE MEL REF. IT STATED THAT THE FLC COULD PLACE THE #2 REFUEL VALVE ON MAINT CARRYOVER AND THAT ANY PORTION OF THE SYS WHICH OPERATES NORMALLY MAY BE USED. THE MAINT PROC IS TO MANUALLY OPEN THE VALVE. MONITOR THE #2 FUEL TANK FOR REQUIRED AMOUNT OF FUEL INDICATION. WHEN REQUIRED AMOUNT OF FUEL HAS BEEN DELIVERED, MANUALLY CLOSE THE VALVE. RESTORE THE ACFT TO ITS NORMAL CONFIGN. I DIDN'T PERFORM THE MAINT PROC BECAUSE THE ACFT WASN'T FUELED. I HAVE FILLED OUT A TECHNICAL PUB CHANGE REQUEST IN ORDER TO CLARIFY THE MAINT PROC IN REGARD TO WHAT SHOULD BE ENTERED IN THE LOGBOOK AS A RESULT OF OP OF THE REFUEL VALVE.
