Narrative:
Flying in and out of clouds at 12000 ft I had experienced turbulence with altitude excursions up to 800 ft. I asked for and received clrncs at 14000 ft, then 16000 ft. Because of continued problems, I requested FL180. What I thought I heard was a clearance to FL180, reset altimeter 29.92. What I gather (in retrospect) may have been said was, 'unable, FL180 unusable because altimeter less than 29.92...' or something to that effect. Anyway, after acknowledging what I thought was a clearance, I climbed. At about 16600 ft the controller told me we weren't communicating and that I was not cleared above 16000 ft. I immediately resumed 16000 ft, excursion lasted less than 30 seconds.

Title: A PVT INST RATED PLT FLYING A PA32 NEAR CLT MISHEARD A CLB CLRNC THAT WAS DENIED WHICH RESULTED IN AN ALTDEV.
Narrative: FLYING IN AND OUT OF CLOUDS AT 12000 FT I HAD EXPERIENCED TURB WITH ALT EXCURSIONS UP TO 800 FT. I ASKED FOR AND RECEIVED CLRNCS AT 14000 FT, THEN 16000 FT. BECAUSE OF CONTINUED PROBS, I REQUESTED FL180. WHAT I THOUGHT I HEARD WAS A CLRNC TO FL180, RESET ALTIMETER 29.92. WHAT I GATHER (IN RETROSPECT) MAY HAVE BEEN SAID WAS, 'UNABLE, FL180 UNUSABLE BECAUSE ALTIMETER LESS THAN 29.92...' OR SOMETHING TO THAT EFFECT. ANYWAY, AFTER ACKNOWLEDGING WHAT I THOUGHT WAS A CLRNC, I CLBED. AT ABOUT 16600 FT THE CTLR TOLD ME WE WEREN'T COMMUNICATING AND THAT I WAS NOT CLRED ABOVE 16000 FT. I IMMEDIATELY RESUMED 16000 FT, EXCURSION LASTED LESS THAN 30 SECONDS.
