Narrative:

After startup, we got clearance from ramp control to follow company BE1900 taxiing out of gate and taxi across the ramp to the november line. As we approached the november line, my first officer called out 'they are pushing the rj.' I pushed hard right rudder to avoid collision with the oncoming rj. We avoided the rj right engine with our left wingtip by a few ft. When the ramper pushing the rj saw us, he stopped the push. There were no wing walkers around the rj. Contributing factors: loss of situational awareness by overworked ramp controller. Rampers not using or following established procedures by not using wing walkers. Ramper pushing the rj cannot see behind the aircraft, from his position in the tug.

Title: A BEECH 1900 NEARLY HAD A REGIONAL JET PUSHED BACK INTO IT.

Narrative: AFTER STARTUP, WE GOT CLRNC FROM RAMP CTL TO FOLLOW COMPANY BE1900 TAXIING OUT OF GATE AND TAXI ACROSS THE RAMP TO THE NOVEMBER LINE. AS WE APCHED THE NOVEMBER LINE, MY FO CALLED OUT 'THEY ARE PUSHING THE RJ.' I PUSHED HARD R RUDDER TO AVOID COLLISION WITH THE ONCOMING RJ. WE AVOIDED THE RJ R ENG WITH OUR L WINGTIP BY A FEW FT. WHEN THE RAMPER PUSHING THE RJ SAW US, HE STOPPED THE PUSH. THERE WERE NO WING WALKERS AROUND THE RJ. CONTRIBUTING FACTORS: LOSS OF SITUATIONAL AWARENESS BY OVERWORKED RAMP CTLR. RAMPERS NOT USING OR FOLLOWING ESTABLISHED PROCS BY NOT USING WING WALKERS. RAMPER PUSHING THE RJ CANNOT SEE BEHIND THE ACFT, FROM HIS POS IN THE TUG.
