Narrative:
Given the direction both aircraft were traveling, #2 was behind #1 center windshield post and from that perspective was seen after looking past the post. I also believe that #1 was behind #2 door post and that was the reason #2 took no action.

Title: A COMMERCIAL RATED BELL 207 HELI PLT FLYING OFFSHORE IN THE GULF OF MEXICO TAKES EVASIVE ACTION TO MISS A BELL 206 OBSERVED ON TCAD.
Narrative: GIVEN THE DIRECTION BOTH ACFT WERE TRAVELING, #2 WAS BEHIND #1 CTR WINDSHIELD POST AND FROM THAT PERSPECTIVE WAS SEEN AFTER LOOKING PAST THE POST. I ALSO BELIEVE THAT #1 WAS BEHIND #2 DOOR POST AND THAT WAS THE REASON #2 TOOK NO ACTION.
