Narrative:
The FAA alleges a ground movement deviation occurred at boise airport, identification, in VMC conditions on apr/xa/99. After pushback from gate X, we received taxi clearance to runway 28R via txwys D and a. Before turning onto taxiway a, we were told by ground control to expedite our taxi because a dash 8 was to follow us out. We had it in sight already on taxiway a and proceeded to taxi onto taxiway a in front of it. Once clear of the traffic area, I pushed over to tower frequency. Nearing the end of taxiway a, the tower gave us takeoff clearance, 'air carrier X, cleared for takeoff runway 28R, fly runway heading.' I repeated all of the clearance back to tower. We then turned onto the runup area perpendicular to the runway. It was my leg, so as we were turning onto the runway, the captain gave me the thrust levers. I looked down the runway and saw a dash 8 in position on the runway about 3000-4000 ft down or just pushing up power for takeoff. I pulled the thrust levers back and stopped while the captain asked tower if we were cleared for takeoff. The tower said negative and to hold in position. All during this time, on ground and tower frequencys, we never heard the dash 8 who we later learned was air carrier Y. Tower then had the cessna on final to runway 28R go around. The captain had seen the cessna on final about 3 mi out before we took the runway. Within 1 min we were cleared for takeoff and departed. Neither tower nor departure said anything about it or asked to call them. We wanted to find out what happened so the captain got the tower's phone number from company to call after arriving in las. On arrival, the first officer had the message to call boise tower. The captain spoke to mr X who said that a ground movement deviation was being filed. He said they never heard my acknowledgement for takeoff clearance. It is hard to believe my radio transmission was at the same exact time and duration as air carrier Y since we did not hear air carrier Y and the tower did not hear us. Also, that we heard nothing about air carrier Y taking the runway for an intersection takeoff and not being behind us still.

Title: FLC OF A B737 TAXIED ONTO RWY AND STARTED TKOF ROLL AND SUBSEQUENTLY STOPPED AND HELD AFTER OBSERVING A DEHAVILLAND DASH 8 ON THE RWY AHEAD STARTING TKOF.

ONCE CLR OF THE TFC AREA, I PUSHED OVER TO TWR FREQ. NEARING THE END OF TXWY A, THE TWR GAVE US TKOF CLRNC, 'ACR X, CLRED FOR TKOF RWY 28R, FLY RWY HDG.' I REPEATED ALL OF THE CLRNC BACK TO TWR. WE THEN TURNED ONTO THE RUNUP AREA PERPENDICULAR TO THE RWY. IT WAS MY LEG, SO AS WE WERE TURNING ONTO THE RWY, THE CAPT GAVE ME THE THRUST LEVERS. I LOOKED DOWN THE RWY AND SAW A DASH 8 IN POS ON THE RWY ABOUT 3000-4000 FT DOWN OR JUST PUSHING UP PWR FOR TKOF. I PULLED THE THRUST LEVERS BACK AND STOPPED WHILE THE CAPT ASKED TWR IF WE WERE CLRED FOR TKOF. THE TWR SAID NEGATIVE AND TO HOLD IN POS. ALL DURING THIS TIME, ON GND AND TWR FREQS, WE NEVER HEARD THE DASH 8 WHO WE LATER LEARNED WAS ACR Y. TWR THEN HAD THE CESSNA ON FINAL TO RWY 28R GO AROUND. THE CAPT HAD SEEN THE CESSNA ON FINAL ABOUT 3 MI OUT BEFORE WE TOOK THE RWY. WITHIN 1 MIN WE WERE CLRED FOR TKOF AND DEPARTED. NEITHER TWR NOR DEP SAID ANYTHING ABOUT IT OR ASKED TO CALL THEM. WE WANTED TO FIND OUT WHAT HAPPENED SO THE CAPT GOT THE TWR'S PHONE NUMBER FROM COMPANY TO CALL AFTER ARRIVING IN LAS. ON ARR, THE FO HAD THE MESSAGE TO CALL BOISE TWR. THE CAPT SPOKE TO MR X WHO SAID THAT A GND MOVEMENT DEV WAS BEING FILED. HE SAID THEY NEVER HEARD MY ACKNOWLEDGEMENT FOR TKOF CLRNC. IT IS HARD TO BELIEVE MY RADIO XMISSION WAS AT THE SAME EXACT TIME AND DURATION AS ACR Y SINCE WE DID NOT HEAR ACR Y AND THE TWR DID NOT HEAR US. ALSO, THAT WE HEARD NOTHING ABOUT ACR Y TAKING THE RWY FOR AN INTXN TKOF AND NOT BEING BEHIND US STILL.
