Narrative:
Morning instructional flight at vny, ca, departing runway 16L from taxiway 2E. Lear jet holding between runways at taxiway 5F facing west. On our takeoff roll at approximately 40-50 KTS within approximately 50-100 ft of taxiway 5, the controller cleared aircraft Y to cross runway 16R. The pilot spooled up and crossed runway 16R. I input hard right aileron and full nose down but aircraft right gear was still lifted from runway with near overturn. Continued takeoff and landed. Called tower supervisor. He said controller followed normal procedures as both aircraft are considered small aircraft. If the procedures were followed, I suggest the procedures need review. The similar situation occurred to one of our other instructors within the past 6 months. Callback conversation with reporter revealed the following information: the reporter said when he first called the tower, he spoke to an acting supervisor. The supervisor acknowledged the problem and said he would disseminate the information and bring it up at the next tower meeting. The reporter said he later talked to another supervisor who said he didn't know anything about the incident or problem.

Title: VNY ATCT CTLR CLRS A LEAR JET HOLDING BTWN RWYS TO CROSS JUST AS A PA28 PASSES BEHIND ON TKOF ROLL.
Narrative: MORNING INSTRUCTIONAL FLT AT VNY, CA, DEPARTING RWY 16L FROM TXWY 2E. LEAR JET HOLDING BTWN RWYS AT TXWY 5F FACING W. ON OUR TKOF ROLL AT APPROX 40-50 KTS WITHIN APPROX 50-100 FT OF TXWY 5, THE CTLR CLRED ACFT Y TO CROSS RWY 16R. THE PLT SPOOLED UP AND CROSSED RWY 16R. I INPUT HARD R AILERON AND FULL NOSE DOWN BUT ACFT R GEAR WAS STILL LIFTED FROM RWY WITH NEAR OVERTURN. CONTINUED TKOF AND LANDED. CALLED TWR SUPVR. HE SAID CTLR FOLLOWED NORMAL PROCS AS BOTH ACFT ARE CONSIDERED SMALL ACFT. IF THE PROCS WERE FOLLOWED, I SUGGEST THE PROCS NEED REVIEW. THE SIMILAR SIT OCCURRED TO ONE OF OUR OTHER INSTRUCTORS WITHIN THE PAST 6 MONTHS.
