Narrative:
Ship xyz flight WX ZZZ-abc. Maintenance in ZZZ called at departure time requesting to put APU on maintenance carry over. With dispatcher's concurrence, I had ZZZ put the APU on maintenance carry over (deterred item). After departure, the dispatcher found that the high pressure bleed was already on maintenance carry over per MEL. This MEL item requires a working APU for ETOPS operation.

Title: A B767-300ER WAS DISPATCHED IN NON COMPLIANCE WITH A DEFERRED ITEM ON THE APU IN CONFLICT WITH THE MEL REQUIREMENTS.
Narrative: SHIP XYZ FLT WX ZZZ-ABC. MAINT IN ZZZ CALLED AT DEP TIME REQUESTING TO PUT APU ON MAINT CARRY OVER. WITH DISPATCHER'S CONCURRENCE, I HAD ZZZ PUT THE APU ON MAINT CARRY OVER (DETERRED ITEM). AFTER DEP, THE DISPATCHER FOUND THAT THE HIGH PRESSURE BLEED WAS ALREADY ON MAINT CARRY OVER PER MEL. THIS MEL ITEM REQUIRES A WORKING APU FOR ETOPS OP.
