Narrative:
Prior to pushback at mci, flight attendant stated that the 'cabin is secure.' the cockpit door was then closed and locked for taxi and takeoff. Ground control gave taxi clearance to runway 1L, which resulted in a short taxi. After the flight, FAA aci (who was on official duty in the cabin) noted that 1 flight attendant was not seated with her seatbelt fastened as the throttles were advanced for the start of the takeoff roll. The cockpit crew was later advised that she was up for safety purposes, ie, to reseat a passenger who had placed his bag in an overhead bin while taxiing -- contrary to her announcement and instructions. The cockpit crew was unaware of this situation during the actual time of occurrence.

Title: MULTIPLE PLT RPT, B727-200, ACR INSPECTOR NOTIFICATION OF FLT ATTENDANT NOT STRAPPED IN FOR TKOF.
Narrative: PRIOR TO PUSHBACK AT MCI, FLT ATTENDANT STATED THAT THE 'CABIN IS SECURE.' THE COCKPIT DOOR WAS THEN CLOSED AND LOCKED FOR TAXI AND TKOF. GND CTL GAVE TAXI CLRNC TO RWY 1L, WHICH RESULTED IN A SHORT TAXI. AFTER THE FLT, FAA ACI (WHO WAS ON OFFICIAL DUTY IN THE CABIN) NOTED THAT 1 FLT ATTENDANT WAS NOT SEATED WITH HER SEATBELT FASTENED AS THE THROTTLES WERE ADVANCED FOR THE START OF THE TKOF ROLL. THE COCKPIT CREW WAS LATER ADVISED THAT SHE WAS UP FOR SAFETY PURPOSES, IE, TO RESEAT A PAX WHO HAD PLACED HIS BAG IN AN OVERHEAD BIN WHILE TAXIING -- CONTRARY TO HER ANNOUNCEMENT AND INSTRUCTIONS. THE COCKPIT CREW WAS UNAWARE OF THIS SIT DURING THE ACTUAL TIME OF OCCURRENCE.
