Narrative:
While conducting an air tour on the island of kauai, hi, I may have momentarily broken cloud clearance and/or terrain clearance limits in accordance with sfar part 71. If this occurred at all, it was briefly and inadvertently. This event was brought to my attention by an undercover FAA operations inspector pretending to be a tourist. I do not agree with his statement and believe that no violations occurred.

Title: HELI TOUR OPERATOR COUNSELED BY UNDERCOVER FAA OPS INSPECTOR FOR POSSIBLE INADVERTENT VIOLATION OF TERRAIN CLOUD CLRNC RULES.
Narrative: WHILE CONDUCTING AN AIR TOUR ON THE ISLAND OF KAUAI, HI, I MAY HAVE MOMENTARILY BROKEN CLOUD CLRNC AND/OR TERRAIN CLRNC LIMITS IN ACCORDANCE WITH SFAR PART 71. IF THIS OCCURRED AT ALL, IT WAS BRIEFLY AND INADVERTENTLY. THIS EVENT WAS BROUGHT TO MY ATTN BY AN UNDERCOVER FAA OPS INSPECTOR PRETENDING TO BE A TOURIST. I DO NOT AGREE WITH HIS STATEMENT AND BELIEVE THAT NO VIOLATIONS OCCURRED.
