Narrative:

Aircraft arrived with MEL on #2 engine anti-ice valve. Maintenance deferred at rno 3 hours earlier. Discussed MEL with captain and the fact that flight into known icing was prohibited. WX at destination for time of arrival (destination mdw) was 3500 ft overcast, 12 degrees C temperature. Came to conclusion that no icing condition would exist. Took off and on departure dispatch ACARS message asking if MEL was a release. Captain had failed to get MEL on release. Dispatch said we were flying into known icing conditions and need to return to gate (they thought we were still on the ground). Returned to msp uneventfully. Valve was fixed and took off and landed at mdw. No icing condition encountered at any time either at msp or mdw.

Title: A B727 FLC REVIEWED THE MEL AND DETERMINED THE ACFT MET THE INFLT CONDITIONS. DISPATCH ORDERED THE ACFT BACK TO DEP STATION TO CLR MEL ITEM.

TOOK OFF AND ON DEP DISPATCH ACARS MESSAGE ASKING IF MEL WAS A RELEASE. CAPT HAD FAILED TO GET MEL ON RELEASE. DISPATCH SAID WE WERE FLYING INTO KNOWN ICING CONDITIONS AND NEED TO RETURN TO GATE (THEY THOUGHT WE WERE STILL ON THE GND). RETURNED TO MSP UNEVENTFULLY. VALVE WAS FIXED AND TOOK OFF AND LANDED AT MDW. NO ICING CONDITION ENCOUNTERED AT ANY TIME EITHER AT MSP OR MDW.
