Narrative:
Plan a visual approach to runway 7. Traffic is a light twin engine departure. We were unable to maintain visual separation with the reported departure traffic due to a broken ceiling below us. Accordingly, ATC held us at 2600 ft. We requested and received clearance to execute the ILS DME runway 7 approach at saipan. Our clearance was: 'from over kordy intersection cleared ILS DME runway 7, maintain 2600 ft until established, contact saipan tower at kordy.' upon breaking out it was clear that we would have difficulty complying with that clearance. We were high and still configuring the aircraft for landing. We then requested permission to break off the landing approach for runway 7 in favor of a downwind pattern for landing runway 25. We were not aware of a traffic conflict which developed between our aircraft and a previously unrpted cherokee operating at approximately 1200 ft MSL. We evidently crossed in front of the cherokee by a lateral distance of '1/2 to 1/4 mi.'

Title: A B727 FLC WAS UNABLE TO CONFIGURE BY THE FINAL APCH FIX AND AS THEY MANEUVERED THEY CAME CLOSE TO A VFR ACFT AT SPN.
Narrative: PLAN A VISUAL APCH TO RWY 7. TFC IS A LIGHT TWIN ENG DEP. WE WERE UNABLE TO MAINTAIN VISUAL SEPARATION WITH THE RPTED DEP TFC DUE TO A BROKEN CEILING BELOW US. ACCORDINGLY, ATC HELD US AT 2600 FT. WE REQUESTED AND RECEIVED CLRNC TO EXECUTE THE ILS DME RWY 7 APCH AT SAIPAN. OUR CLRNC WAS: 'FROM OVER KORDY INTXN CLRED ILS DME RWY 7, MAINTAIN 2600 FT UNTIL ESTABLISHED, CONTACT SAIPAN TWR AT KORDY.' UPON BREAKING OUT IT WAS CLR THAT WE WOULD HAVE DIFFICULTY COMPLYING WITH THAT CLRNC. WE WERE HIGH AND STILL CONFIGURING THE ACFT FOR LNDG. WE THEN REQUESTED PERMISSION TO BREAK OFF THE LNDG APCH FOR RWY 7 IN FAVOR OF A DOWNWIND PATTERN FOR LNDG RWY 25. WE WERE NOT AWARE OF A TFC CONFLICT WHICH DEVELOPED BTWN OUR ACFT AND A PREVIOUSLY UNRPTED CHEROKEE OPERATING AT APPROX 1200 FT MSL. WE EVIDENTLY CROSSED IN FRONT OF THE CHEROKEE BY A LATERAL DISTANCE OF '1/2 TO 1/4 MI.'
