Narrative:
On an instrument departure from paom-paot ome-ome J123 otz-otz (course from ome 007 degrees) via the departure procedure for runway 27, made a right turn after departure direct to ome then turned left on the airway northbound. The departure procedure as written is confusing. I wonder if it could be rewritten. I believe we should have turned left then turned direct nome above 2200 ft. This is especially confusing due to the direction of the destination not the initial NAVAID and altitude crossing it.

Title: FLC OF A B737-400 FAILED TO FOLLOW THE STANDARD DEP PROC AFTER TKOF AT A NON CTLED ARPT BY NOT TURNING TO INTERCEPT A VOR RADIAL AS PUBLISHED.
Narrative: ON AN INST DEP FROM PAOM-PAOT OME-OME J123 OTZ-OTZ (COURSE FROM OME 007 DEGS) VIA THE DEP PROC FOR RWY 27, MADE A R TURN AFTER DEP DIRECT TO OME THEN TURNED L ON THE AIRWAY NBOUND.
