Narrative:
NAS brunswick closes their tower at XA00, except if they have scheduled traffic. With no notice to center or the flying public, the navy opens their tower and activates the class D airspace. This procedure went into effect on mar/xa/99. The center didn't find out until we had to hold on aircraft on apr/xb/99. This whole 'procedure' of ATC at will is going to get someone killed. Callback conversation with reporter revealed the following information: the reporter only added that the 90 day test is over and the question about how notifications to the flying public and ATC has not been addressed. As of today's date the reporter said he has not yet seen a LOA with nhz.

Title: RPTR CLAIMS THAT BRUNSWICK NAS TWR DOES NOT ADVISE ZBW WHEN IT OPENS OR REMAINS OPEN BEYOND ITS SCHEDULED CLOSING TIME OF XA00.
Narrative: NAS BRUNSWICK CLOSES THEIR TWR AT XA00, EXCEPT IF THEY HAVE SCHEDULED TFC. WITH NO NOTICE TO CTR OR THE FLYING PUBLIC, THE NAVY OPENS THEIR TWR AND ACTIVATES THE CLASS D AIRSPACE. THIS PROC WENT INTO EFFECT ON MAR/XA/99. THE CTR DIDN'T FIND OUT UNTIL WE HAD TO HOLD ON ACFT ON APR/XB/99. THIS WHOLE 'PROC' OF ATC AT WILL IS GOING TO GET SOMEONE KILLED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR ONLY ADDED THAT THE 90 DAY TEST IS OVER AND THE QUESTION ABOUT HOW NOTIFICATIONS TO THE FLYING PUBLIC AND ATC HAS NOT BEEN ADDRESSED. AS OF TODAY'S DATE THE RPTR SAID HE HAS NOT YET SEEN A LOA WITH NHZ.
