Narrative:

During cruise at FL280 over orl VOR, heading north in a DC9-30, ATC pointed out some traffic. An F14 was at FL290 5 mi off our left, on a slowly converging course. As he came closer, the pilot rolled the F14, losing 400 ft, and causing an RA on our TCASII. He continued high bank maneuvers as he crossed our nose, causing 2 more RA's. We descended 300 ft to comply with the RA's and notified ZJX. ATC confirmed altitude deviation and queried him. We both returned to our assigned altitudes as he cleared off our right side. This kind of behavior should not be tolerated -- ever.
