Narrative:
Aircraft experienced a mechanical. We troubleshot system to be an antiskid problem we could not rectify. We found that it would be best to ferry the aircraft to our main maintenance base for repair. I was verbally told that all that was loaded in the cargo bin was ballast, so when I did the preflight inspection I did not open to verify that there was no mail/freight. There was, however, 59 pounds of mail left on the plane. The 59 pounds was on the flight plan. The main situation is that I was supposed to verify the bin(south) were not containing any revenue freight/mail. I took the word of someone versus actually verifying.

Title: A DC9 FERRY FLT WAS FOUND TO HAVE AIRMAIL ON BOARD UPON ARR IN MKE. THE FERRY PERMIT STIPULATES THERE CAN BE NO REVENUE CARGO ON THE ACFT.
Narrative: ACFT EXPERIENCED A MECHANICAL. WE TROUBLESHOT SYS TO BE AN ANTISKID PROB WE COULD NOT RECTIFY. WE FOUND THAT IT WOULD BE BEST TO FERRY THE ACFT TO OUR MAIN MAINT BASE FOR REPAIR.
