Narrative:
Aircraft #1 landed and was never told to hold short of another runway. Aircraft #2 was doing touch-and-goes on that runway. Aircraft #1 crossed this runway without a taxi clearance. Aircraft #2's takeoff was aborted. A hold short clearance probably would have avoided the situation but I feel the pilot is also at blame. The pilot did not have a clearance to cross an active runway and also should have been looking out the window. Had either person on board been scanning the runway, they would have seen the other aircraft departing. Scanning stopped this situation from becoming worse. I feel scanning and better communication on both parts should have avoided it altogether.

Title: RPTR OBSERVED ACFT #1 LNDG ON ONE RWY WITH ACFT #2 MAKING A TOUCH-AND-GO ON A XING RWY.
Narrative: ACFT #1 LANDED AND WAS NEVER TOLD TO HOLD SHORT OF ANOTHER RWY. ACFT #2 WAS DOING TOUCH-AND-GOES ON THAT RWY. ACFT #1 CROSSED THIS RWY WITHOUT A TAXI CLRNC. ACFT #2'S TKOF WAS ABORTED. A HOLD SHORT CLRNC PROBABLY WOULD HAVE AVOIDED THE SIT BUT I FEEL THE PLT IS ALSO AT BLAME. THE PLT DID NOT HAVE A CLRNC TO CROSS AN ACTIVE RWY AND ALSO SHOULD HAVE BEEN LOOKING OUT THE WINDOW. HAD EITHER PERSON ON BOARD BEEN SCANNING THE RWY, THEY WOULD HAVE SEEN THE OTHER ACFT DEPARTING. SCANNING STOPPED THIS SIT FROM BECOMING WORSE. I FEEL SCANNING AND BETTER COM ON BOTH PARTS SHOULD HAVE AVOIDED IT ALTOGETHER.
